Abstract
The Zambia Statistics Agency (ZamStats) in collaboration with the Ministry of Energy conducted the 2023 National Energy Access Survey (NEAS) designed to provide several national indicators to inform policy design and implementation. The survey collected information on many aspects of the household such as demographic and general household characteristics, energy access, cost and affordability of various sources of energy, household expenditure on energy, safe sources of energy and energy utilization among others. The NEAS collected data from households on various sources of energy and their uses.

Objectives

The main objectives of the survey were:

a) To establish a National Baseline of Access to Energy
b) To build capacity within Ministry of Energy and Zambia Statistics Agency (ZamStats) for monitoring the sustainable energy for all goal of universal access to modern and clean energy ervices (SE4All)
c) To evaluate achievement of the set national energy access development targets and sustainable energy development goals
d) To provide reliable data on the energy sector that can meet the needs of multiple stakeholders, including government, regulators, public services, project developers, civil society organizations, development agencies, financial institutions, appliance manufacturers, international programs, and academia.

Sampling

Sampling Procedure
The survey covered the whole country and was conducted in Enumeration Areas (EA's) drawn from the 2022 Census of Population and Housing frame. A sample of 426 Enumeration Areas (EAs) involving 8520 households was drawn country wide. The 2023 NEAS was designed to produce reliable results at national,rural/urban and province levels
Weighting
Due to disproportionate allocation of the sample points to various strata, sampling weights are required to correct for differential representation of the sample at the national and sub-national levels. The weights of the sample in this case are equal to the inverse of the product of the two selection probabilities employed at each stage of selection

Supervision
The teams comprised of seven menbers. One supervisor, one driver and five enumerators. The role of the supervisor was :

1. To ensure listing of all households in the sampled areas is done
2. Sample hoseholds for enumeration
3.Assign work to team members
3.Area Identification Editing of questionnaires for completeness,constince and logic
4. Liaison officer for the team and survey co-odinators (Master trainers)
Data Collection Notes
Data collection for the NEAS was done using computer-aided personal interviewing (CAPI) technique employing the World Bank developed application software Survey Solutions. The teams consisted of 5 enumerators, One supervisor and a driver.

The Energy and Access Survey had 3 Questionnaires

1. Household Questionnaire: collected information from Households on various sources of energy and their uses.
2. Business Questionnaire: collected information from business enterprises with access to electricity, access to renewable energy, ownership, type of Business activity, Business registration
3. Institutional Questionnaire : collected data from Public institutions like Health facilities,courts, post offices, public markets, police stations, agricultural camps schools etc

To enhance the quality of data collected, the dataset was concurrently subjected to extensive consistency and validation checks during the data collection process to minimize errors.
Data cleaning and tabulation was done using SPSS

The Agency shall,where statistics are designated as official statistics, protect the confidentiality and identity of the source of data.Under the provision of the Statistics ACT no.13 of 2018, ZamStats is obliged to preserve the confidentiality of respondent information in all its census and survey data Before being granted access to the dataset, all users have to formally agree: 1. To make no copies of any files or portions of files to which s/he is granted access except those authorized by the Agency. 2. Not to use any technique in an attempt to learn the identity of any person, establishment, or sampling unit not identified on public use data files. 3. To hold in strictest confidence the identification of any establishment or individual that may be inadvertently revealed in any documents or discussion, or analysis. Such inadvertent identification revealed in her/his analysis will be immediately brought to the attention of the Agency

Micro data records are anonymised as per procedures before these are made available to users.Micro data files are all free but under access policy Conditions:

Each dataset has an access policy :Public use file- Accessible to all and - Licensed datasets, accessible under conditions. The dataset has been anonymized and is available as a Public Use Dataset. It is accessible to all for statistical and research purposes only, under the following terms and conditions:

1. The data and other materials will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement of the Zambia Statistics Agency
2. The data will be used for statistical and scientific research purposes only. They will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.
3. No attempt will be made to re-identify respondents, and no use will be made of the identity of any person or establishment discovered inadvertently.
